Request For Proposals

The McAllen Housing Authority (MHA) will receive proposals for the project title MCHA MAINTENANCE WAREHOUSE MHA 01-2020 until 4:00 P.M. on Thursday, April 23, 2020  at  the McAllen Housing Authority offices located at 2301 Jasmine Avenue, McAllen, Texas 78501, at which time the proposals will be taken under advisement, confidentially evaluated, and used as a factor in the total proposal scoring that will result in a selection.


The successful proposer(s) will provide construction services to the MCHA for the new construction of approximately a 4,000 sf maintenance and storage facility.  Project site address is 2301 Jasmine Avenue, McAllen, Texas 78501.  New construction project shall be performed as detailed within the plans and specifications provided by architectural and engineering team through Megamorphosis Inc.


  1. RFP Documents including Plans and Specifications can be obtained by sending an e-mail request to Architect: Megamorphosis, Inc., Attn: Jesse Miller or Benito Lozano III at or E-mail must include contact name, company/agency name, contact phone number, e-mail address and must reference RFP MCHA 01-2020 in subject line.


  1. A refundable fee of $150.00 will be assessed for obtaining the hard copy RFP documents. Any unsuccessful proposer upon returning hard copy sets in good condition within 10 calendar days after the contract award will be refunded their deposit.  Proposer may also obtain a digital copy of RFP documents with a non-refundable fee of $20.00.


  1. Complete sets of Procurement and Contracting Documents shall be used in preparing proposals; neither the Owner nor Architect assumes any responsibility for errors or misrepresentations resulting from the use of incomplete sets.


  1. The Owner or Architect in making copies of the Procurement and Contracting Documents available on the above terms, do so only for the purpose of obtaining proposals on the work; and does not confer a license or grant for any other use.

A PRE-PROPOSAL CONFERENCE (NON-MANDATORY) SCHEDULED for Wednesday April 1, 2020 at 10:00 a.m. at McAllen Family Development Center (FDC) located at 2501 Maple Avenue McAllen, Texas 78501


Sealed proposals, a total of one (1) original (marked ORIGINAL) and three (3) copies must be received and date and time-stamped as follows:

All proposals must be marked on the outside of the envelope:

Proposer's name, return address, and the enclosed label should be prominently displayed on the envelope. Any proposal received after the published deadline will not be considered. Facsimile, Email or telephone proposals will not be considered.


Each proposal must be accompanied by a Certified Cashier's Check from any bank within the State of Texas or an acceptable Bid (Proposal) Bond equivalent to 5% of the proposal price payable to the McAllen Housing Authority as a guarantee that, if awarded the contract, the proposer will enter into a contract and execute any required Performance and Payment Bonds. Proposals without the proposal guarantee will not be considered.  The proposal bond or check will be forfeited to the MCHA as liquidated damages should the successful proposer fail to give the required payment and performance bonds and insurance certificates and execute the contract with the said MCHA within ten (10) days after receiving notice of acceptance of its proposal.


The McAllen Housing Authority reserves the right to reject any and all proposals and to waive informalities and irregularities.


CLOSING of Elderly Waiting List - Application Intake

Effective March 3, 2020, The Housing Authority of the City of McAllen will close the Elderly Waiting List application intake for the Housing Choice Voucher (Section 8) Program. The Elderly application intake for this program will not re-open until further notice.  




Efectivo el 3 de marzo de 2020, la Autoridad de Vivienda de la Ciudad de McAllen cerrará la lista de espera para personas mayores para la programa de la sección 8. La toma de aplicaciones para la programa sección 8 no volverá a abrirse hasta nuevo aviso.



We at McAllen Housing Authority (MHA) prioritize the health and safety of our communities and want to ensure the well-being of our residents and staff. As the outbreak of COVID-19 continues to impact the State of Texas and the Nation, we are taking extra precautionary measures to limit in-person interactions as recommended by the Center for Disease Control. Therefore, we are cancelling the April 09, 2020 application intake and will be resume taking applications in June.    


The Housing Authority of the City of McAllen will open (Waiting List) application intake for the Section 8 HCV Program effective Thursday June 11, 2020. Applications will only be accepted at the Housing Authority's Family Development Center located at 2501 West Maple Avenue, McAllen, Texas.  Only 100 applications irrelevant of which program is applied for will be taken between the Hours of 8:00 a.m. to 12:00 noon and 1:00 p.m. to 4 p.m., on June 11, 2020. Overnight camping on the property is prohibited.




En McAllen Housing Authority (MHA), priorizamos la salud y la seguridad de nuestras comunidades y queremos garantizar el bienestar de nuestros residentes y personal. A medida que el brote de COVID-19 continúa afectando al Estado de Texas y la Nación, estamos tomando medidas de precaución adicionales para limitar las interacciones en persona según lo recomendado por el Centro para el Control de Enfermedades. Por lo tanto, estamos cancelando la aperture de la toma de aplicaciones del 09 de abril de 2020 y reanudaremos la recepción de solicitudes en junio.


La Autoridad de Vivienda de la ciudad de McAllen abrirá la toma de aplicaciones para la programa de Seccion 8 apartir del día 11 de Junio del 2020. Las aplicaciones sólo serán aceptadas en el Centro de Desarrollo Familia del programa de Autoridad de Vivienda ubicado en 2501 West Maple Avenue en la Ciudad de McAllen. Sólo se aceptarán 100 aplicaciones para los dos programas de las 8:00 am a 12:00 pm y de 1:00 pm a 4:00 pm, del día 11 de Junio del 2020.

Está prohibido acampar durante la noche en la propiedad.     


Housing Choice Voucher Admin Plan Update

Notice is hereby given that the Housing Authority of the City of McAllen (HA) is proposing to amend the Section 8 Housing Choice Voucher (HCV) Administrative Plan. The HCV Administrative Plan's purpose is to inform the U.S. Department of Housing and Urban Development and the general public of the HA's implementation of program regulation found within 24CFR Part 5 and 24CFR982.

Public review and comment are encouraged during the 30-day comment period commencing on February 10, 2020. A public hearing will be held on Tuesday, February 18, 2020 at 10:00 a.m. at the HA Family Development Center located at 2501 W. Maple Avenue, McAllen Texas.

Copies of the amended HCV Administrative Plan will be available for public review during the comment period, during normal business hours at the Main Office of the HA located at 2301 Jasmine Avenue, McAllen, Texas 78501. In addition, the HCV Administrative Plan will be uploaded to the HA's Website at .

Comments regarding the plan may be mailed to the Main Office of the HA or submitted via website to the attention of Mr. Arnold Padilla, Executive Director through March 10, 2020.
