McAllen Housing Development Corporation

Request For Proposals

The McAllen Housing Development Corporation (MHDC) will receive proposals for the project title HIBISCUS VILLAGE-NEW CONSTRUCTION 48 UNIT MULTI-FAMILY HOUSING DEVELOPMENT MHDC 01-2019 until 4:00 P.M. on Tuesday, March 26, 2019  at  the McAllen Housing Authority offices located at 2301 Jasmine Avenue, McAllen, Texas 78501, at which time the proposals will be taken under advisement, confidentially evaluated, and used as a factor in the total proposal scoring that will result in a selection.

 

The project consists of construction services to the MHDC for the new construction of a 48-unit multi-family housing development.  Project site address is 2412 Hibiscus Avenue, McAllen, Texas 78501.  New construction project shall be performed as detailed within the plans and specifications provided by architectural and engineering team through ROFA Architects, Inc.  Copies of the Procurement & Contract Documents may be obtained as follows:

  1. Printed (Hard Copy) Procurement and Contracting Documents: Obtain after March 10, 2019 by contacting RGV Reprographics, Inc., 519 S. Broadway, McAllen, Texas 78501 (956) 686-1525. Documents will be provided only in complete sets.
    1. Deposit: $250.00 per set.
    2. Shipping: Additional shipping charges will apply.
    3. Deposits will be refunded to proposers/subcontractors provided that all sets along with addenda are returned within 10 days after proposal submission date.
  2. Digital (PDF Format on Compact-Disc)
    1. Purchase: $40.00 per compact-disc.(No Refunds)
    2. Shipping: Additional shipping charges will apply.
  3. Complete sets of Procurement and Contracting Documents shall be used in preparing proposals; neither the Owner nor Architect assumes any responsibility for errors or misrepresentations resulting from the use of incomplete sets.
  4. The Owner or Architect in making copies of the Procurement and Contracting Documents available on the above terms, do so only for the purpose of obtaining proposals on the work; and does not confer a license or grant for any other use.

Sealed Proposals, a total of one (1) original (marked ORIGINAL) and three (3) copies must be received and date and time-stamped as follows:

Proposer’s name, return address, and the enclosed label should be prominently displayed on the envelope. Any proposal received after the published deadline will not be considered. Facsimile, Email or telephone proposals will not be considered.

 

A proposal bond in the amount of 5% of the proposal issued by an acceptable surety (Treasury-listed) shall be submitted with each proposal. A certified check or bank draft payable to the McAllen Housing Development Corporation or negotiable U.S. Government Bonds (as par value) may be submitted in lieu of the Proposal Bond.  Statutory bonds by an acceptable surety (Treasury-listed) for performance of the contract and for payment of mechanics and materials will be required from the successful proposer, in the amount equal to 100% of the accepted proposal. Insurance shall be provided as required by the Procurement & Contract Documents, with the McAllen Housing Development Corporation named as co-insured.

 

Attention is called to the fact that not less than, the federally determined prevailing (Davis-Bacon and Related Acts) wage rate, as issued by the U.S. Department of Housing and Urban Development and contained in the contract documents, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, age, disability or national origin.

The McAllen Housing Development Corporation reserves the right to reject any and all proposals and to waive informalities and irregularities.

OPENING of Waitlist for Single Elderly & Disabled Families

 

Effective April 5, 2019, The Housing Authority of the City of McAllen will open the Housing Choice Voucher (Section 8) Waiting List pre-application intake for Single Elderly and Disabled Families. Only 25 pre-applications per month will be issued and accepted at the McAllen Housing Authority’s main office located at 2301 Jasmine Avenue McAllen, TX 78501. Pre-applications will only be issued and accepted upon presentation of a photo i.d on Friday mornings between the hours of 8:00 AM – 12:00 PM.

APERTURA de lista de espera para personas mayores y familias discapacitadas 

 

Efectivo el 5 de abril del 2019, la Autoridad de Vivienda de la Ciudad de McAllen dara solicitudes para Vales (Solo para seccion 8) para personas mayores y familias discapacitadas.  Sólo se emitirán y aceptarán 25 solicitudes por mes en la Autoridad de Vivienda de McAllen localizada en la Avenida Jasmine numero 2301 en McAllen, TX 78501.  Las solicitudes solo se emitirán y aceptarán tras la presentación de una foto i.d los viernes por la mañana entre las 8:00 am – 12:00 pm.

OPENING OF APPLICATION INTAKE FOR MULTIFAMILY

The Housing Authority of the City of McAllen will open (Waiting List) application intake for the Public Housing and Section 8 HCV Programs effective April 11, 2019. Applications will only be issued and accepted at the Housing Authority’s Family Development Center located at 2501 West Maple Avenue, McAllen, Texas.  Only 100 applications irrelevant of which program is applied for will be taken between the Hours of 8:00 a.m. to 12:00 noon and 1:00 p.m. to 4 p.m., on April 11, 2019. Overnight camping on the property is prohibited.

APERTURA DE LA TOMA DE APLICACIONES

La Autoridad de Vivienda de la ciudad de McAllen abrirá la toma de aplicaciones para los programas de Vivienda Publica y Seccion 8 apartir del día 11 de Abril del 2019. Las aplicaciones sólo serán emitidas y aceptadas en el Centro de Desarrollo Familia del programa de Autoridad de Vivienda ubicado en 2501 West Maple Avenue en la Ciudad de McAllen. Sólo se aceptarán 100 aplicaciones para los dos programas de las 8:00 am a 12:00 pm y de 1:00 pm a 4:00 pm, del día 11 de Abril del 2019.

Está prohibido acampar durante la noche en la propiedad.
