Job Title: HUMAN RESOURCE SPECIALIST Job Status: Full-Time Rate of Pay: Based on Experience and Duties - $15.00 to $22.00 Hourly
General: Under general supervision, the HR Specialist manages agency's human resource needs. Employee may provide administrative assistance to supervisor on some routine duties as assigned. Employee is responsible for prompt, accurate performance of most or all clerical and office procedures. Courtesy, tact and diplomacy are required in daily contact with the public and staff. May require the use of independent judgment in making decisions. May receive a change in work assignment as needed. May assist other personnel when necessary and as assigned.
Supervisor: Deputy Director
Supervision: Employee has no supervisory responsibilities.
Prepares and updates employment records related to hiring, transferring, promoting, and terminating.
Explains human resources policies, procedures, laws, and standards to new and existing employees.
Ensures that all new hires are properly documented and processed.
Informs job applicants of job duties, responsibilities, benefits, schedules, working conditions, promotion opportunities, etc.
Documents employment relation issues, such as work complaints and harassment allegations per McHA policies and procedures.
Oversees hiring process, including coordinating with department heads for assessment of employment needs, job posting, reviewing resumes, scheduling new hire screening, and performing reference checks.
Implement HR training schedules.
Plan with department heads, annual performance reviews and other necessary evaluations.
Assist in forecasting hiring needs and ensure recruiting process are efficient and compliant to laws.
Coordinate Health and Life insurance programs with providing entities.
Annually review Policies and Procedures for update or changes as necessary.

Ability to design and implement as systemic way of managing employee records, both employee personal records and legal documents.
Poses excellent empathetic skill to unsure employee relations are sincere and adequate.

Ability to communicate with co-workers, and business contacts in a courteous and professional manner.
Ability to prepare clear and concise reports and accurate records.
Ability to write and format routine business correspondence, reports, documents, manuals, and presentations.
Ability to maintain required confidentiality.
Ability to communicate clearly, concisely in both English/Spanish preferred.
Ability to operate standard office equipment including, but not limited to a personal computer, printer, fax machine, scanner, copy machine, postage machine, etc.
Education & Experience: Possess Human Resources training and certifications. High School diploma or equivalent. Business Degree preferred. Proficiency in computer operations and word processing, spreadsheet, database and presentation software with particular knowledge of the Microsoft Office Suite. Two (2) to five (5) years of direct Human Resources responsibilities preferred.
Other Requirements: Incumbent must hold a valid State driver's license. A criminal background and drug screen must be completed before hire.
