Job Title: HQS Inspector
Job Status: Full-Time
Rate of Pay: $11-13

Job Description:
HQS Inspector, under the direction of the HCV Manager, the duty of the Inspector is to perform inspections of single family and multifamily residential dwellings to determine their physical condition, necessary repairs and conformance to applicable housing quality standards (HQS), regulations, and codes. The ability to meet deadlines and to accomplish tasks with the highest degree of integrity, professionalism and honesty is essential in accomplishing success in this position.

Responsibilities-Supervisor and/or Leadership Exercised: None.

Essential Functions: Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned. Performs daily walk-through of grounds to identify needs.

  1. Conducts Annual HQS inspections to determine external and internal conditions of dwellings under the Assisted Housing Programs including the operability of the associated heating, electrical, and plumbing systems and the like to determine livability and conformance with housing quality standards and other applicable regulations.
  2. Perform follow-up inspections to determine completion of repairs indicated on previous inspections and make recommendations to supervisor for appropriate follow-up action when necessary.
  3. When necessary, performs inspection of unit(s) after tenant has moved out (move-out inspections) to document condition of unit, operational systems, and appliances (when applicable), in order to determine tenant caused damages vs. fair wear and tear, identify repairs needed for reoccupancy and estimates the cost of repairs to the dwelling.
  4. Performs special or complaint inspections to ensure HQS compliance.
  5. Ensures timely completion of required forms, or reports.
  6. Participates in HQS related informal hearings to resolve conflicts between residents and owners and provide recourse for claims made against residents and/ or owners.
  7. Schedules daily inspections in a manner that best utilizes time.
  8. Assists in creating inspection notices or other special notices to assisted families.
  9. Mandatory Certifications to be attained: HQS Certification and others as required.
  10. Performs other duties as assigned. 

Knowledge Skills & Abilities: Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.

  1. Knowledge of residential and multi-family building codes, maintenance and health standards, and HUD's HQS procedures.
  2. Basic working knowledge for visual application of the Uniform Building Code, Uniform Mechanical Code, National Electrical Code, and the Uniform Plumbing Code.
  3. Ability to maintain effective working relationships with co-workers, supervisors, and the general public.
  4. Ability to work with a diverse population.
  5. Knowledgeable in Microsoft Excel, Word or comparable word processing program.
  6. Ability to communicate clearly and concisely orally and in writing.
  7. Ability to communicate fluently in English and Spanish.
  8. High organizational skills.
  9. Must be Bondable.
  10. Eligibility for coverage under PHA fleet auto insurance.

Education & Experience:

  • Graduation from an accredited high school or GED required.
  • Two (2) year experience in the area of housing inspections

Other Requirements: Incumbent must hold a valid State driver's license. A criminal background and drug screen must be completed before hire. An official MCAHA Employment Application must be completed and a resume submitted. Physical Demands and Work Environment: Hearing and speaking to exchange information. Sitting for extended periods of time. Seeing to read a variety of materials and equipment Dexterity of hands and fingers to operate a computer keyboard. Repetitive hand movement related to keyboard use. Lifting or carrying objects or materials weighing up to 25 pounds. Bending at the waist, kneeling or crouching to file materials.
