MINUTES OF THE MEETING OF THE MCALLEN HOUSING FACILITY CORPORATION REGULAR BOARD MEETING

Wednesday, October 21, 2020

CALL TO ORDER AND ROLL CALL - The regular meeting of the Board of Commissioner of the McAllen Housing Authority was held Wednesday, October 21, 2020, via video conference. Chairman Ronnie Cruz called the meeting to order at 4:00 p.m. Present and attendance for roll call were:

Present:

  • Chairman, Ronnie Cruz
  • Vice-Chairwoman, Elva M. Cerda
  • Commissioner, Eliseo "Tito" Salinas
  • Resident Commissioner, Jesus Borrego
  • PHA Attorney, Isaac Tawil

Absent:

  • Commissioner, Rodrigo "Rudy" Elizondo

Staff:

  • Executive Director, Rodolfo "Rudy" Ramirez
  • Deputy Director, Daniel Delgado
  • Maintenance Director, George Dismuke
  • FSS Coordinator, Maria Loredo
  • HCV Manager, Elena Saucedo
  1. Call Meeting to Order - 4:00 p.m.

  2. Action Items:
    1. Consideration and Possible Action to Approve Repairs to Carport at Orchid Place Apartments. Insurance claim ongoing through TML, but won't get compensated on the actual carport. Only some of the roof damage will be taken into consideration, due to the form of install of the carport. Footing was installed on a flat pad with anchor bolts and should have been on concrete footing into the foundation. Therefore, this disqualified us from compensation on the actual carport. $400 bid was received to remove carport, having parking issues and all cars had to park up front, this was creating congestion, carport has been removed. We are prepping, with approval to proceed the construction of the carport. A complete inspection of the rest of the carports has been done, they all look good. However, preventative maintenance will be done to preserve. The vendors that provided bids have been research and reviewed, recommendation of staff is to approve lowest bid. Lowest bid, Southern Post Construction, LLC, is highly recommended by other entities in the McAllen area and have lowered price by $10,000, due to review of components and getting a better price on materials. All bidders received the same explication, and an opportunity to revisit the bid. The bill will be paid upon completion and must pass inspection, no advancements will be issued. Chairman. Ronnie Cruz entertained a motion to approve recommendation of lowest bid. Vice-Chairwoman. Elva M. Cerda made a motion to approve; seconded by Commissioner Eliseo "Tito" Salinas. All approved; motion carried.

  3. Adjournment - Chairman Ronnie Cruz called for a motion to adjourn the meeting. The motion was made by Commissioner Eliseo "Tito" Salinas; second by Vice-Chairwoman Elva M. Cerda. All approved; motioned carried. Meeting adjourned at 4:10 p.m.
